Which Antenna is best for an apartment complex

Hello,
Live in the San Francisco, Cailf Bay Area. Two VHF stations and seven UHF stations all within a 30 mile radius.
[b]I'm on the third floor and have a small balcony.
I need a few suggestions on attennas. Indoor or outdoor ? If outdoor I have to install it on the railing and it could not be an eyesoar or stand out.
I want top of the line any sugestions would be apperciated.
