I recently signed up for a coupon from the government for a HD converter based on my friend telling me to do so. What exactly will one of these converter boxes do? Will they make it so I get high definition TV?

no, it will enable your tv to recieve digital signals, which are going to be the only TV signals in the air after Feb 16, 08. no more analog. its not HD, but better than what you already have.
