It looks like your major TV networks come from Austin, which is 60+ miles away: the stations that you have that are closer are minor networks that will carry only a minimum of interesting programming. San Antonio is about 85 miles away, and not a good candidate for TV reception because of the distance involved. I don't believe that you'll get a proper signal at the distance that you are from Austin with an attic TV antenna installation: you need all the signal that you can get, and that will involve an external antenna. Your HOA cannot restrict you from installing a TV antenna to get local channels, as specified by FCC law, so don't let them push you around! Chances are good that they don't know the law!
http://www.fcc.gov/mb/facts/otard.htmlYou'll need a deep fringe roof-mounted antenna along with a rotator and a high-input preamplifier to get what you are looking for. Use my deep-fringe prescription, and you'll see the TV you are looking for just fine:
Winegard YA-1713 VHF high-band yagi
AntennasDirect XG-91 UHF deep-fringe antenna
A Winegard HDP-269 preamplifier
a Channel Master 9521a rotator
all new RG-6u coaxial cable
3 conductor rotator cable
Pico-Macom UVSJ VHF-UHF antenna joiner
proper antenna mounting and grounding equipment
here is a good instruction manual and a photo of the final installation:
