Loosing HD signals with New Equipment

Does anyone know why the digital signal would drop out and then come back on constantly. I installed a new antenna, replaced the cables and lined it up. THe set is programmed and the tuner has been replaced but I still get signal, no signal, signal no signal. Weather is not an issue.
I also tried to pad the signal down, this did not work either thinking the signal from the ampifier was too hot.
ANY SUGGESTIONS???????

I had something like that happen for awhile. It turned out my cables weren't installed tightly! You sound like you know more than me, though, so that probably isn't your problem. Still, it is worth looking into!
