Indoor antenna in concrete highrise

I am trying to help an elderly relative setup an antenna to receive OTA with a digital converter box. The unique situation here is that she live on the 4th floor in a 12 floor concrete highrise, with window facing south, exactly opposite of the broadcast antenna towers (located in Mt Wilson, no more than 15 miles away). I know most UHF antennas are highly directional, and will probably be useless in this case since it would have to pass multiple concrete walls. Are there any antennas she can use in this case? Rooftop antenna is out of the question, unfortunately.

The easy part (if there is such a thing) is that she is only interested in watching this ONE station:
KSCI-DT channel 18.1 IND LONG BEACH, CA 360°compass heading 13.8 miles

Any suggestions is greatly appreciated.
