Get online to the website for any of your local news stations. You should be able to find the contact information for the broadcast engineer there; contact that person directly and see what they have to say. I was having problems with channel 4 in my area a while ago and contacted the broadcast engineer for that channel, he was incredibly helpful.
Turns out my issue was caused by the signal from an Indiana station on the same frequency "skipping" across Lake Michigan; with his explanation of the issue I was able to solve it on my own by hanging a fence of aluminum foil in the attic behind my antenna.
