death of over the air

Hi, Recently around where I live my digital locals have been running a PSA about the FCC wanting to sell off most of the over the air frequency to the cell phone industry. It was produced by the national assoc. of broadcasters. According to what ive read all the digital sub-channels for antenna tv will go away and the primary channel will stay on but at 480i . Then later even the primary antenna channel will go away. After that cable and sat. will be the only way to get your locals anymore. Can this be right? How do we stop it? Thanks for any info Randy
