9521A Programmable Antennd Rotator

I installed the subject rotator today. It seemed to work intermittently when I first put it up. It acts as though it may have hit a limit switch since it does nothing now. I don't have any idea how it got in that position if that is the case. I'd guess it is on an azimuth of about 330 degrees with the arrow pointing south as directed.

I took the wiring down and checked for shorts and continuity. That was OK.

I connected the wiring back and measured about 7 ohms between the red lead and the black and green leads with the rotator connected.

The walwart puts out about 20 vac.

The control box seems to put out about 20 vac between the red lead and both the black and green leads at the same time when either up or down button is pressed.

Is there a wiring diagram that I can look at? What should the measurements be at the various points? Any ideas of where my trouble is?
